The Delaware Supreme Court has halted all disciplinary proceedings against longtime Wilmington defense attorney Joseph A. Gabay, ruling him mentally and emotionally unfit to defend himself in the proceedings. Gabay, who was temporarily suspended from practicing law, was transferred to disability inactive status and will remain inactive until he is able to actively participate in his defense.
