Saying it could disproportionately penalize consensual behavior between adults, Gov. Jack Markell last week vetoed a bill creating a felony offense for medical professionals to have sexual contact with patients while in the course of providing health care services.

Markell announced last week his veto of House Bill 130, saying in a message to the Delaware State Legislature that he is concerned the bill “does not differentiate between the penalties for consensual and non-consensual sexual contact.”
