A bill reforming Delaware’s habitual offender laws and eliminating the state’s “three strikes” policy won final legislative approval this week, marking a victory for Delaware Attorney General Matt Denn and lawmakers who pushed the measure as part of a slate of criminal justice reforms this session.
The House of Representatives passed the bill, to SB 163, June 21 by a margin of 29-11. It now goes to the desk of Gov. Jack Markell, who has vowed to sign it into law.
