A majority of the claims in a federal securities lawsuit filed against a Kuwaiti software company were dismissed by the U.S. District Court for the District of Delaware, ruling that the court did not have jurisdiction over the key defendant under Delaware’s long-arm statute.

Benjamin Van Roy and other investors in an Alameda, Calif.-based mobile application company Excuse Me Services Inc. filed a 2011 lawsuit in the District of Delaware against Sakhr Software Co., a Kuwaiti manufacturer of Arabic language software, alleging they failed to receive money from Sakhr for their shares in a $14 million merger with the two companies.
